Details:
Currently caravan destination search goes through all the cities in the world,
and checks if the city owner is one to trade with in handling of the city. The
iteration over all the cities of the world is actually iteration of player's
cities inside iteration of all players.
Attached patch makes it not to even iterate through cities of those players
who are not eligible.
