Follow-up Comment #1:
Though the foreign trade allowance has gained new states between S2_5 and
S2_6, the general principle of this ticket applies to S2_5 too. Patch
attached.
- For already mature branch additional check against NULL pointer was added
(there never should be one, but if there for some reason still is, the old
code here survived since it would have only made a comparison between NULL and
another pointer. The new code will access data through the pointer)
- I'm going to run some performance tests on this to see if there's enough
benefit to justify risks of regressions
