Details:
1) Enabling or disabling delta protocol requires rerunning
generate_packets.py, which so far has not been requirement for any options
available from the configure script. The tarball's configure should work with
the files generated to the tarball, and not require regenerating them.
2) Also, I don't see what would trigger rerunning generate_packets.py when the
options change.
Preferably this gets changed so that generate_packets.py produces source files
that are identical regardless of configure options (like it has done until the
addition of --disable-delta-protocol) and those source files have necessary
"#ifdef" stuff to make --disable-delta-protocol to work.
