Details:
There's virtually no benefit from still having base/road name handling
function available. They are now just wrappers for equivalent extra name
handling functions anyway, and writing that one base_extra_get() or
road_extra_get() call to the call-site in the rare cases it's actually needed
isn't much to ask. Most callers this patch converts already had proper extra
pointer around, so the conversion gets cut out. One place we even converted
extra pointer to base/road pointer just for using it in such a function that
internally converted it back to extra pointer.
