Details:

Two oddities:  In a siege a spy detects that the defender builds a diplomat.
It is a small town (pop 2, 3 cannons, no diplomatic defense, gov monarchy).
Therefore I tried to sabotage the city production, but FIVE spies failed. In
the next turn ONE spy successfully incited a revolt (cost: 174), and the city
shrinks.

(1) Why did the city shrink?
(2) Are the odds of 5 "sabotage" failures vs. 1 "incite" success plausible?
