Our bug tracker configuration enables Anonymous ticket creation, but it seems
that it's not working any more - one is allowed to fill the report , but
attemp to submit results in "You are not logged in" error message.
This is bad. If filing bug reports is that hard, users won't do that. And we
can't hunt for bugs that we don't know to exist (or to fix even the ones that
would have obvious fix if we ever saw a report)
