And that makes it a change to translatable string, which I rather don't do
before 2.5.4 any more.
The error message gets even printed without this fix - in this case
initialization would only set the logging level right. So, now it gets printed
regardless of requested logging level, and after the fix it would get printed
(outside whole log_xxx() mechanism) regardless of requested logging level. The
only user-visible thing that may change here is whether it prints to stdout or
stderr.
