Details:
Before the "change home city" action was generalised, this was masked because
NoHome units never had a homecity to start with, so were prevented from
changing it in can_unit_change_homecity_to(). Now the requirement to have a
home city is optional, rulesets can expose this.
Probably NoHome should become an ordinary ruleset unit flag conventionally
used for this via action enablers, but there are a couple of ramifications to
sort out, so for now make it a hard action requirement.
