Details:
The effects added in bug #24431 to prevent moving small wonders around
generate technically correct but confusing help text. E.g., for multiplayer
Darwin's Voyage:
> Requires knowledge of the technology Railroad.
> Prevented if you own Darwin's Voyage.
>
> * A 'small wonder': at most one of your cities may possess this
improvement.
> * Prevents Darwin's Voyage.
Make this requirement 'quiet'; rely on the general ruleset documentation in
README.multiplayer for this. (The exception, Palace, explicitly documents that
it can be rebuilt.)
