Follow-up Comment #1, bug #18162 (project freeciv):
The current situation (since bug #23691) is that an attempt will be made to
bounce the king out of a city that is given away to somewhere safe nearby; but
that attempt can fail (e.g. city on 1x1 island in the middle of the ocean), in
which case the king is destroyed, killing the player who gave the city away.
This could probably still be improved on.
