Oh I see.

The orders system is very simplistic: the unit will blindly follow the path
laid out in advance and only stop if it cannot do the pre-programmed step
(attack, in this case, because you can't attack an empty tile). There's no
AI/intelligence running at each step of the goto (or earlier, if you see the
quarry by other means) that could spot the target has moved; I don't know
about intent but that's what the current goto system is.
