Yes, I was thinking that was the way out of this.
For techs where the seller doesn't know that the buyer has prerequisites, call
the menu item "Monarchy (and its 3 prerequisites)", and add all four techs to
the treaty when selected. On signing the treaty the receiver discards the
techs they already have (probably without telling the seller, since the seller
isn't supposed to know what techs the receiver has).

Alternatively, list techs of unknown transferability as "Monarchy
(transferability unknown)" or such. It's up to the buyer to spot if they're
being offered a tech they can't take (and to decide whether to reveal this
fact to the seller).

(If we do the first thing, it'd naturally be possible to create treaties of
the second form, but fiddly. So we probably shouldn't only do the first
thing.)

Well, it's a consequence of the ruleset author's choices -- they decided to
not allow holes in the tech tree, and decided[*] not to automatically give
knowledge of techs between players who can trade them. This behaviour is a
logical consequence of those rules.

You may see this as a regression because perhaps it used to work the way you
expected, due to bugs in our handling of reachable techs?

This will probably become more common in 2.6+ with its
tech_trade_allow_holes=false ruleset option.

[*] To be fair ruleset authors don't have a lot of opportunity to make this
nicer; the game doesn't give them fine control over either when tech trading
is possible or when tech knowledge is shared. The only control of the latter
is the Have_Embassies effect which gives *all* embassy effects (knowledge of
tax rates, etc).

I'm not sure I follow this. Are you saying what is essentially a UI issue is
affecting the price the AI will pay for equivalent techs (directly or
indirectly)? If so that's a separate issue.
