Follow-up Comment #4, bug #24426 (project freeciv):

UI proposal for advance selection for giver.

For the sake of argument, seller knows Monarchy and its prereqs (Code of Laws,
Alphabet, Ceremonial Burial). Buyer knows only Alphabet.

No embassy, any ruleset

                   > single tech (transferability unknown)
Monarchy...        > and 3 prerequisites

(That is, Code of Laws and Monarchy aren't selectable items, you have to
decide between the sub-items.)

The buyer UI could help by highlighting proposals that won't work in red.

Not sure what options to offer in buyer's equivalent of above UI. In absence
of tech knowledge a UI ought to allow asking for any tech, but that seems a
bit mad. Probably in this situation it's up to the seller on each side to
offer techs.

Perhaps we should not implement all this complexity and aim that tech trading
is (a) more under ruleset control (b) implicitly comes with tech knowledge.
(Not going to happen before 3.0 though.)
