I was watching one of my test games on the Caribbean map. Sweden had the most powerful colony (size 12 with a Fort, whereas I think the French founding colony was about size 5 with a stockade and no one else had any fortifications). However the Swedish colony was on one of the 3-tile islands and they had only made one other small colony on the mainland, whereas the other live nations had four or more colonies, mostly tiny. 1600 arrived, and Sweden were the Spanish Succession losers, which seems somewhat unfair--- they were easily stronger than all the other nations except perhaps the French. I presume the simple colony count test is Col1-compliant, but IWBN if we did better in the FreeCol rules--- just total-Colony-population would have worked better here IMHO.
