I have committed a tentative implementation of upkeep and bankruptcy. It 
took so long to complete because I banged my head against the 
serialization code several times. That really needs to be simplified. I 
have added the "temporary" attribute to features in order to distinguish 
modifiers that need to be serialized by the FreeColGameObject they apply 
to. I think this could also be used for the modifiers due to the colony 
goods party. In fact, the colony goods party fits the disaster model 
pretty well, except for the fact that its net effect is advantageous for 
the player. Next on the list: natural disasters.
