Because current implementation of COUNTRY= is hardcoded, but would need
COUNTRY.SYS if the "unofficial" stuff comes to light.
You do not need NLSFUNC if you are not going to change codepages anyway,
as most of the people do (use a single codepage for kernel/COUNTY,
CON(DISPLAY/KEYB) and PRN(PRINTER)).
