I see your ibiblio question here: http://answers.ibiblio.org/questions/534/what-are-the-current-ftp-configs.html FWIW, I am able to connect using my web browser to ftp://ftp.ibiblio.org/pub/micro/pc-stuff/freedos/ just fine. However, your client may actually be blocked by the Windows firewall on your computer. For example, if I try to run the command-line ftp program from a Windows7 CMD shell, I am able to connect to ftp.ibiblio.org, and I can change directory to /pub/micro/pc-stuff/freedos, but Windows throws up a message saying that it blocked the FTP program when I tried to do an "ls" command. (Windows also gave me an option to allow it.)
