Hi

I see you are using ipv6.. Maybe that is the problem. Either ibiblio does not 
serve ftp over ipv6 (despite having an AAAA set up) or your ipv6 firewall 
configuration is forbiding you ftp access.

Anyway, it is not a problem related to active/passive mode, nor anything 
preventing the data channel to get up, since the log you posted shows that you 
can't establish the control (tcp/21) channel.

Try using their IPv4 address directly, bypassing your dns resolver.

Ftp is a messy protocol, and IPv6 does not make it cleaner :P
