The website appears to be here:

http://www.sysdev.org/sdev001.htm

Their "Links" page points, among other things, to "FreeDOS Project
Home" (http://sourceforge.net/projects/freedos).

Their "News" page says, "VMiX-386 now has its own Home Page and
presence on the Internet." (And apparently they are interested in
possibly porting GEM but only point to Deltasoft's old website, for
now.)

Scratch that, they say this as well: "Our VMiX O/S, the 'BABy'
Microkernel, all underlying DOS I/O, tools and shells are being ported
to AMD's x64 and Intel's ia64 architectures. This will ensure a DOS
style presence into the future and upcomming 64-bit computing." (Eh?)

"Products" points to "VMiX-x86 Operating System"
(vmix-3.0.12-msdos.zip), but, how do I say this diplomatically, it's
not very "interesting"! At least, some things make me doubt this will
ever be GPL-compatible!

"FAQs" says this, "Question: How can I participate in VMiX's
Development?..." (and the answer is the guy's email address! I haven't
tried pestering him, but seriously, don't get your hopes up!!!)
