The tool itself - yes. The package base is just that - a package base 
with software.

And the "all_cd.iso" file present at the above link is an ISO CD with 
everything already, it "only" needs an installer before we can call it 
FreeDOS 1.2.

The installer certainly do. FDNPKG being 16bit sure would be "cool", but 
I don't see it happening any time soon. I might do some ultra-light 
16bit version at some point, that would support only installation from a 
zip file (ie. without any network support, no repository support etc). 
Such version could then be used by installers that do not want to 
reimplement package format support..
