The tool itself - yes. The package base is just that - a package base with software. The installer certainly do. FDNPKG being 16bit sure would be "cool", but I don't see it happening any time soon. I might do some ultra-light 16bit version at some point, that would support only installation from a zip file (ie. without any network support, no repository support etc). Such version could then be used by installers that do not want to reimplement package format support..
