I have been working to create a list of packages for FreeDOS 1.3.

I mentioned back in June (as part of a discussion thread about "Removing
non-free packages") that I would like FreeDOS 1.3 to be as "open source" as
possible. But FreeDOS is very old (1994) and at that time, even the GNU GPL
wasn't well known everywhere. As a result, not all old/original packages -
including some packages written by devs who've been with us a long time -
are under the GNU GPL. Some use other open source licenses. So obviously
I'm not being particularly strict in evaluating licenses, but I want
FreeDOS 1.3 to be closer to "free" and "open."

I have been going through the packages from FreeDOS 1.2 and examining  the
licenses. I've documented this evaluation on the wiki:

The page started as a copy of the FreeDOS 1.2 package list, and I made
updates to indicate the "free" or "open" status of each program's license.

If programs used a license that was already recognized by the Open Source
Initiative or the Free Software Foundation, then that was an easy "yes"
decision. I have a list of the recognized free/open licenses here:

For the programs that used their own license, I had to evaluate if they
were suitably "open" or "free." Most were easy to put in the "yes"
category. A few looked like "no." I wasn't sure on a few others.

I'd appreciate a discussion here about these programs and my evaluations of
their licenses. Especially the ones in red ("no") or yellow ("maybe"). Do
you agree with the decisions here? What are your thoughts on the ones I
marked in yellow?
