all these programs/licenses have been 'free enough' for many years. I
don't see the point to change this.
any other changes from 1.2 to 1.3 other then 'correct license
verified' ? live CD? anything else?

**Note: Bart has a new version, should check if that's stable to include in
FreeDOS 1.3
shouldn't this be the other way round? release after bugs are fixed,
rather then "marketing made a release date, let's see what fits into
the time schedule"
