Yeah, it's not totally hard (nor totally simple, if you dot all your
i's and cross all your t's). Lots of files to vet/verify/confirm as
free/libre, make sure it's reasonable, etc.

Should I repackage my DOS Frotz package to include the stuff that your
package for 2.44 has?
I _think_ the resulting package should be mostly fine as long as it
follows the package structure described at
http://wiki.freedos.org/wiki/index.php/Package
As a sanity check, you can also try installing the package with Viste's
fdnpkg and/or fdinst, to see if Frotz installs and runs properly. This
is what I do with the IA-16 GCC toolchain packages that I work on.
