More than 55 of the NLS updates are from me - and NO real updates. I simply checked the original NLS versions and added an UTF-8 file to the german cp850/858 file as it was already done in French and Turkish.
I am not sure if my and Berkis UTF-8 files should be in this FreeDOS version, they are only made to documentate how the text should look like in modern OSes - to avoid misunderstandings with bad/wrong created Codepages.

I think folks may have missed that there's a changelog in the Interim
Test Build directory:

https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/distributions/test/changes.log

>From my reading of the changelog, almost all of the changes in this
Interim Test Build from FreeDOS 1.3 are NLS updates, plus some version
updates of other packages like dojs, jemm, gopherus, and a few others.
For example, if I wanted to test internationalization in FreeDOS, I
would know to download this Interim Test Build.
