Answering my own question on this: I don't know that anyone was aware of an updated version of Xcopy (1.5). So this was just missed.
I think we should include Xcopy 1.5 in the next test release, T2403. *We're all volunteers, if you see a new version of a program and no one is talking about it, share that news on the email list.
