Yes obviously the legal side of things prevents using that code, it's also
a good reference of how it all works and you could build from scratch.

If you just want to make programs just use visual basic like I did back in
the day to make new programs.. Quite limited by today's standards.

Or take the fltk source code which already is basically a window
manager/shell that has dillo and other apps built for it?
