Okay I figured it out:

for %p in (f:\packages\devel\*.zip) do fdnpkg install %p
for %p in (f:\packages\util\*.zip) do fdnpkg install %p
for %p in (f:\packages\disk\*.zip) do fdnpkg install %p

LMK if there is a better way :P
