this is a quick response only, I will try to update it tomorrow in case that there are more questions:
country.sys: I am not very familiar with Github and Gitlab, but line 193 and 194 at https://github.com/FDOS/country/blob/master/country.asm seem to be correct.
It is the update for german settings and should be in 1.4. No idea what you have to do to get it in.
kernel.sys: I think Bernd already sent a response.
format: a minor updated version is at: https://github.com/shidel/fd-nls/tree/master/format (the UTF version is only made to document the correct typos, so do not use it).
I should have sent it to you some weeks ago too.
Please, please make format work with NLS directory system, not with adding the language files to the format.exe. If you do so, you have to compile it again, whenever a new language is added, with NLS the translator simply writes his text in the correct Codepage - and everything is done.
tree: The SvarDOS group created a new tree, just for info.
I will check all other questions in the next days, and if I overlooked one now, I will try to send a new response.

kernel.sys, new release way overdue and ever imminent. What do you need from me once it's released to update rbe? I.e. how best to update gitlab for inclusion in next test build?
format.exe, new release with latest translations hopefully released this weekend, I should have some time again today after work. Are there any new translations that weren't emailed to me or posted to github?
Freecom could probably use a new release before 1.4. Haven't looked at it in a while, so not sure where it stands.
I'd like to make a new release of tree, but that may just be wishful thinking.
