I agree that the few command line interpreters present in the Utilities group do not really fit there. 

Based on the current package groups, I think those should be classified as APPS. 

Most “utilities” are just programs you provide a few command line options and wait for them to finish. Shells are so much more than that. 

I do not think we have enough different shells to warrant their own “shells” group. 

Some of other utilities fit in different group. For example, XFDISK was moved into the new “Disk Utilities” along with other disk related (non-BASE) tools.

But, there could be others that belong more in APPS rather than under UTILS. But, we don’t need to overthink it. :-)

Also on the topic of command interpreters, I noticed that we have SvarCOM in the Gitlab repository, but not in the installer. It was added in July to the repo. Is this an oversight or intention?

Not an oversight. 

It is open source. But, its inclusion has not been discussed. It may or may not someday be included on a release or in the download repository on ibiblio.

What about 4DOS, should we ship it as well? It's Open Source sort-of~ish...

No. It is intentionally excluded from the release because of license restrictions. 

Over the last few years, we have become more strict on what can be included on the release. Excluding several things that were free to use and distribute, but not open source.

However, at least for the time being, it is still available through FDNPKG and the download repository on ibiblio.

There is a package project for 4DOS in the GitLab Archive. But, it is not publicly visible and is primarily a backup copy of the package provided on ibiblio. 

Unless its license is updated to an open source license, it is not likely to return to active distribution on the install media. 

It may or may not even be included in the FreeDOS 1.4 download/update repository.
