There's some history here, to my shame. :-(

The brief version is I was in contact with JP Software long ago and
asked if they might release 4DOS as open source. They were concerned
about that because there was so much shared code between 4DOS and
their "4NT" product (aka "TakeCommand"). I gave them bad advice that
they could modify an open source license to limit it to DOS. But
unfortunately, that makes it not open source.

Instead, I've encouraged here and elsewhere (but a long time ago) that
it would be great for an enterprising new developer to create
something like it, which I proposed as "3DOS" (because in English, "3"
sounds a bit like "Free" .. and I thought that was a cute name). This
"3DOS" would have similar features, but might use a simplified version
of BASIC as a "scripting" language. I once wrote a "spec" that
suggested a BASIC-like variant that remained compatible with BAT files
.. but an "extended" BAT program. Others pointed out it was along the
same lines as PowerShell, but limited for DOS.
