Technically yes, but good luck convincing people to make the required changes when porting things to DOS ;-)

Sometimes its even time consuming enough to get things compiling for DOS with IA16 GCC. Depending on the source size, standard conformance, libraries etc. used, porting it to Watcom C will be a VERY time consuming process.
