There is likely more demand for a 16-bit Windows reimplementation than that of DOS. The technical skills required to actually pull it off is simply far greater. One guy can make a functioning DOS in a week, no one is going to reimplement Windows in a faithful manner in a week.
There's quite a bit more in-house, legacy LOB applications in use than one realizes. The school using an old Amiga for an HVAC controller or the storage unit using an Apple II to run its electronic security gate aren't the one-offs they feel like. If the demand wasn't there, folks wouldn't be trying so hard to run Windows 3.1 on FreeDOS. But I doubt you'd be doing it for much more than shits and giggles. There's simply no demand for something like that. FreeDOS itself is a niche product to begin with.
