Arguably, Bootfix doesn't belong in BOOT because BOOT should only be bootloaders. However, due to the nature of the program, BOOT is actually a good fit even though it technically doesn't belong.
We should eventually get GRUB4DOS in BOOT as well (which, if my bad memory serves me correctly, we don't currently package.) There should be a SHELLS category, and DOG (among other interactive shells) belong there. I don't like previous suggestions of putting shells in APPS because while end-users utilize them directly, they're fundamentally system utilities as well, but don't really belong in UTIL either. Due to their unique nature blending both a standard end-user application with a system utility, they really belong in their own category.
