I'm confused by this comment. FreeDOS 1.4 RC2 (and even the existing
FreeDOS 1.3) includes a LiveCD image that you can boot into a FreeDOS
that runs from the CD. For example, after booting the LiveCD, I see
this:

The FREEDOS\BIN directory has 229 files in it, including the standard
tools like CHOICE and SYS and TREE, but also UNZIP and CTMOUSE and
WHICH and LESS. The GAMES directory has Block Drop, Floppy Bird, and
Simple Senet.
On my system, I experiment with each monthly test release LiveCD image
before I install it. I boot my virtual machine with the LiveCD ISO
image and my personal data disk image ("mystuff.qcow2") as the hard
disk, and boot the VM from the ISO. That's how I test a few apps and
games before I install each new test release. And that's how I started
with RC1 and RC2, too.
The LiveCD doesn't have advanced tools like compilers on it .. but if
you want to do programming, you are better off installing FreeDOS on
the hard drive. Installing and running from a hard drive will be much
faster than booting and running from a CD image.
Is your complaint that your system cannot boot the LiveCD? There's
also a LegacyCD image that should work for you.
Or is your "live DVD" comment meant to complain specifically about the
"DVD" part? This is a CD image, not a DVD image -- because older
hardware like the '386 would have a CD drive and not a DVD drive.
