Here are values from an emulated 8088 @ 4.7 MHz where I measured the runtime of 
a FDISK /info command under FreeDOS kernel 2043 (FAT16-only):

FDISK uncompressed 72,912 bytes

- started from HD: 7.75s
- started from floppy: 15.39s

FDISK UPX-compressed  39,862 bytes
-started from HD: 10.77s
- started from floppy: 16.76s

So, yes. On slow machines it has a significant performance impact. Should not 
make much of a difference on 386+ machines I guess...
