As far as I understood, an old and vaguely DOS compatible
computer. Still a question of luck whether FileMaven will
run, but on the other hand, he asked on the FreeDOS list
so he must be planning to use DOS :-p.

Next problem is that his floppy drives are almost broken?
Maybe the search for a solution then should start with the
question how you can get tools to the COCO (Tandy Color
Computer) and if you cannot, which compilers are already
on it, so you could write a minimal file send tool there.

Even basic might do (Hmmm if someone needs it, I once made
such a tool for myself to communicate with a Casio pocket
computer, something with BASIC and a Z80 or similar...).

PS: Afair, FreeDOS man Brad wrote a sort of BIOS for his
Tandy or Sanyo or similar "ancient PC which only has a
boot loader but no full BIOS". That way he can use it not
only with the pre-installed modified MS DOS with built-in
BIOS but also with a minimally modified FreeDOS kernel :-)
(Modified because the memory layout / graphics differ...)
