But it requires more than just displaying Japanese characters, you need to be able to enter them and properly handle them in filenames etc as well. Not going to happen unless some native Japanese speaker with some fundamental DOS programming background is active participating in creating such a version. After all it has originally been a separate version of (PC-)DOS, not just a "localized" version. So the answer to the OP is pretty: It will never happen...
