Not really: it is just _different_. Of course, it is poor as long, as you expect it to simulate real "traditional" music instruments - but in fact FM synthesis is a new kind of instrument on its own. Is guitar "poor", because it's unable to pretend to be a flute (or a drum, or anything other)?
