One final question - after doing this:

    CD D:\DEVEL
    FDINST INSTALL OW.ZIP

I found that the C:\DEVEL\OW\OWSETENV.BAT had lines like this:

     SET INCLUDE=d:\mateusz\devel\ow19\BINW;%INCLUDE%

All of the SET lines referenced d:\mateusz\devel\ow19.  Of course, that path doesn't exist so the file sets variables that don't work.

Shouldn't they reference c:\devel\ow, or am I misinterpreting something?

Seems I have created the package with my custom paths. You will have to fix that by hand - unfortunately FDINST/FDNPKG does not have any way to modify any such configuration.

I am not even sure OWSETENV.BAT is something that should be included at all - might be a batch file I have created myself... If so, then the reasonable thing would be to drop it from the package. And maybe add some readme.txt that explains what should be set.
