I use DOSbox here.  (I even have a few old character mode DOS apps
running on an Android tablet using an Android port of DOSbox.)

Some do still exist, but have shifted to access over the Internet from
dial-up modems. Setting up a BBS isn't a problem.  Making it
accessible can be.
