If you do not like dosbox, you may want to try
dosemu2 in Linux. That way, you can use Linux
audio drivers and speech synthesizers, which is
probably easier than using DOS ones, while still
being able to switch away from dosbox.

While dosemu2 is more modern, you can fall back to
a pre-packaged dosemu which various Linux distros
have available. It can be run either in a plain
text mode or graphically and the plain text mode
can be used in terminal or console, which should
make it convenient to use with standard speech
output functionality in Linux graphical desktops.

Ironically, I do not know how to enable speech
in non-graphical Linux, but probably other users
here can make suggestions. Linux also has BRLTTY
support for Braille displays, which in turn can
be connected to speech software which might be
easier to use in non-graphical contexts.
