What legacy OS Either DOS or directly on bare metal. It needs to start in 16bit real mode though for either of these to work. UEFI I think starts in 32bit protected mode (likely in ring3, so you never really can get hardware level access to the computer). This is why it needs legacy BIOS support, so it starts in 16bit real mode.
