There were boot managers that did "illegal" things to DOS-partitioned hard disks to allow >4 primary partitions and things, but even when this was current, I did not recommend them. If I want to run >4 OSes that need primaries, I switch hard disks. It's much more reliable. Traditionally -- I say this because it's general 20th century stuff and in places FreeDOS is different -- DOS wants to be in the first visible primary partition on the first drive. You can have primaries before it and if DOS can't read them it will ignore them.
