In KDE Plasma after logging into a fully functional desktop there is a menu icon
in the lower left corner just like in Windoze. In there somewhere is the program
"Konsole", which is a GUI "terminal" (command prompt window).

Usually in any Linux there are a bunch of full screen terminals available via
Ctrl-Alt-Fn, where n is any of 3-6, and possibly others. If you go there in 
Neon,
you can return to the GUI by one or more of Alt-Fn, where n is either 1, 2 or 7,
most likely 2. Traditionally it was 7 for most distros, but more recently 
distros
have employed a musical chairs system as to where the GUI runs.

Any app installed in Plasma should be able to be started by typing its name in 
an
Alt-F2 popup command line as well.
