Do you have the German charset working in pure DOS command prompt? (I mean in the default VGA text mode, 80x25.) I believe you need a keyboard driver and a font uploaded to the VGA card... I believe this is a similar situation to the eastern-EU slavic charsets = the content of my fading memories. I haven't tried this in years.
