Like they say, I don't think you can specifically go to 100 Mhz. It's probably some greater fraction like 800 Mhz. IDLEHALT is (almost certainly) exclusive to FreeDOS. N.B. I did once (in 2011) slow down my cpu to run a demo of an old Borland Pascal 16-bit DPMI game via "fdapm.com speed3", but this presumably relies upon ACPI. (The older APM is much less supported nowadays.
