FreeDOS 1.3? What kernel (version, e.g. "ver /r") and shell (FreeCOM?
version / size / date)?

I take it this is 64-bit Windows? Why not just run 32-bit Windows
which has NTVDM? (Or just use Linux with DOSEMU2.) Well, I'm not
realistically asking you to upgrade / purchase / reinstall.

Maybe for word processing, yes, but not for other work.

You might also benefit (save time) by using a RAM disk, software
cache, avoiding LFN drivers, defragging, etc.

Like they say, I don't think you can specifically go to 100 Mhz. It's
probably some greater fraction like 800 Mhz.

For MS-DOS, it would be POWER utility , but for FreeDOS it's FDAPM.

IDLEHALT should help, too.

(But I don't know how you're measuring the times here. Just with a
manual stopwatch?)

IDLEHALT is (almost certainly) exclusive to FreeDOS.

N.B. I did once (in 2011) slow down my cpu to run a demo of an old
Borland Pascal 16-bit DPMI game via "fdapm.com speed3", but this
presumably relies upon ACPI. (The older APM is much less supported
nowadays. But even without either, your cpu may get some small
improvements with some FDAPM or POWER settings and/or IDLEHALT.)
