It is safe to change this but keep a separate copy with your modifications.

The VERSION line is used to determine when the template needs to be
re-applied by upgrades. If it is not present then the upgrader assumes
it is version 0 and re-applies the template, so don't remove it.

We haven't made a ton of changes to this template over the years but
if/when we do the VERSION will be increased and the file will be
re-written, losing your custom changes.

So it will need to be part of your upgrade process to re-verify this
file against your expected changes.
