FreeBSD patch against CVS HEAD for review:

Changes:
- ckeck for existence of non-portable header files;
- search for argp and gnugetopt libraries in configure as they are
not part of libc on FreeBSD;
- add configure options to not install bmc-watchdog init.d script
and logrotate config;
- add replacements for more functions not available on FreeBSD,
add autoconf checks;
- replace most checks for __FreeBSD__ define with checks for appropriate
autoconf defines;
- move -I.. and -D.. cpp options from CFLAGS to CPPFLAGS in Makefile.am's;
