I only had a quick check of your changes (busy with other stuff). 
Our actual implementation of the get power limit returns a full set of 
configuration parameters, just returned with the specific completion code 0x80. 
The DCTS is also expecting a response of exact 14bytes.  So I think, the get 
before set approach is correct and not all parameters need to be specified on 
the command line.
