I wouldn't bet on this, though most do.
However, you have to consider that graphical environments sometime have
some features that you will have to take into account. For example, on
some, after having moved the mouse for some distance, it will move at
another speed. Mice can also be set to different speed depending on the
users' preferences, display size or whether it is in console or graphic
mode. Lastly, most GUI provide functions to change the mouse position in code.
For development purpose, I wouldn't mind having a cursor which isn't at the
right place, though.
